Creates a state building code special fund administered by the department of accounting and general services to be funded by transferring one-quarter of one percent of state capital improvement appropriations designated for construction or renovation of state buildings.

Excludes from the transfer requirement appropriations from the passenger facility charge special fund and the rental motor vehicle customer facility charge special fund.

Requires the comptroller to provide agencies with guidance on calculating the transfer amount, ensure correct calculations, and track amounts due from each agency.

Appropriates $125,000 from the Hawaii hurricane relief fund to the state building code special fund for fiscal year 2013-2014 and appropriates the same amount from the special fund to the state building council for its activities.

Takes effect July 1, 2013, with a temporary amendment to section 431P-5 that authorizes the hurricane relief fund to provide funding and expires June 30, 2014.
