Establishes a fee imposed upon each felony or misdemeanor conviction to fund internet crimes against children investigations and prosecutions by local law enforcement agencies.

Creates an internet crimes against children special fund administered by the Department of the Attorney General to receive deposited fees and provide training and resources for law enforcement.

Expands the list of offenses that constitute "internet crimes against children" beyond the original bill's scope.

Removes provisions that would have established an internet crimes against children advisory committee from the original measure.

Addresses the documented problem of child exploitation in Hawaii, where 2,297 unique computers were identified in 2008 trading images of child abuse, with only approximately 2 percent of known offenders being investigated due to lack of resources.
