Amends Section 173A-4, Hawaii Revised Statutes, to allow the Legacy Land Conservation Program board to accept deed restrictions and covenants in addition to conservation and agricultural easements for land protection.

Removes the requirement that easements, deed restrictions, or covenants must be provided to county and federal natural resource conservation agencies; restricts recipients to state agencies, the Department of Land and Natural Resources, Department of Agriculture, and appropriate land conservation organizations.

Requires state agencies receiving legacy land funds to adopt rules under Chapter 91 to implement the revised easement, deed restriction, and covenant requirements.

Maintains the requirement that the board must be an owner of any conservation or agricultural easement, deed restriction, or covenant provided as a condition of receiving funds.

Takes effect on July 1, 2050.
