Appropriates funds to the Department of Public Safety for fiscal years 2013-2014 and 2014-2015 to contract with community-based nonprofit organizations (amount left blank in bill text).

Contracted nonprofits will provide education, mentoring, restorative circles, farming, artisan skills, cognitive behavioral therapy, and cultural healing services to inmates and former inmates under Department of Public Safety or Hawaii Paroling Authority custody.

Finds that community-based organizations providing rehabilitation and re-entry programs have lowered recidivism rates and made communities safer.

Contracts must comply with Hawaii Revised Statutes chapter 103F procurement requirements.

Takes effect July 1, 2050.
