Requires the Hawaii Community Development Authority to establish zoning rules within the Kakaako community development district exclusively through transfer of development rights procedures.

Defines key terms including "development rights," "sending district," and "receiving district" (Kakaako), with development rights having the same meaning as in section 46-162.

Establishes conditions for transferring development rights including environmental impact statements, conservation easements, market-based pricing, and requirements that the receiving district has adequate public facilities and infrastructure.

Requires assessment of housing impacts, with approximate equivalence between low and moderate-income housing units lost in sending districts and gained in Kakaako, or reasonable action to compensate for negative impacts.

Authorizes town boards to establish transfer of development rights programs to the Kakaako district to protect natural, scenic, agricultural, and historically or culturally significant lands while allowing flexible land development.
