Authorizes the Department of Public Safety to hire retired adult corrections officers on contracts without regard to civil service requirements under Hawaii Revised Statutes chapter 76.

Contract positions limited to 89 days or less, renewable in increments of 89 days or less, with a maximum total employment period of two years.

Hired retirants must fill vacancies for sick leave, vacation, or other absences at the Oahu Community Correctional Facility and Halawa Correctional Facility, at hourly rates set to reduce overtime expenses.

Contracted retirants are ineligible for overtime compensation and the department determines hiring criteria and qualifications.

Amends Hawaii Revised Statutes section 88-9(d) to allow retirants employed as adult corrections officers under this program to retain pension and benefit eligibility; bill sunsets June 30, 2016.
