Establishes a two-year pilot program called "Hawaii's opportunity parole with enforcement" to be administered by the Hawaii paroling authority, starting no later than July 1, 2014, with no more than 20 inmates participating.

Requires parolees to receive formal warning of sanctions, submit to random drug testing, and face immediate arrest for testing positive for drugs, missing appointments, or violating parole conditions.

Mandates sanctions be imposed within a short period after violations, including modification of parole terms and short-term incarceration that may increase for continued violations.

Requires the Hawaii paroling authority to submit preliminary reports by December 1, 2015, and final reports by December 1, 2016, including cost analysis, participant data, program evaluations, and recommendations on whether to continue the program.

Appropriates unspecified general revenues for fiscal years 2013-2014 and 2014-2015 to fund the pilot program, with the Act set to expire June 30, 2017.
