Establishes an Urban Growth Commission within the Office of Planning to set standards for managing development within urban growth boundaries.

Authorizes the Commission to establish uniform state-level standards to mitigate adverse impacts of development on communities in urban areas.

Received support from the Department of Land and Natural Resources but opposition from the City and County of Honolulu Department of Planning and Permitting.

Committees amended the bill to place the Urban Growth Commission in the Office of Planning for administrative purposes rather than the Land Use Commission.

Recommended for passage in Second Reading and referral to the Committee on Ways and Means.
