Repeals an exemption that allowed the University of Hawaii to sell or gift non-ceded lands conveyed to UH after December 31, 1989 without legislative approval.

Temporarily exempts all or any portion of Lots 18263 through 18268 of Land Court Application 1069 (UH West Oahu campus) from the requirement to obtain legislative approval for sales or gifts until June 30, 2016.

Requires future sales or gifts of state lands to be approved by the legislature through concurrent resolution adopted by both houses with at least a two-thirds majority vote, with limited exceptions for remnants, licenses, permits, easements, and leases.

The temporary exemption for the specified UH West Oahu lots expires on July 1, 2016, at which time the broader exemption for all UH non-ceded lands is permanently repealed.
