Expands the Livestock Revitalization Program to include goats, sheep, and farmed fish or crustaceans in addition to existing dairy cows, poultry, pigs, and beef cattle.

Reduces the minimum herd size requirement for pork producers from 50 to 20 sows and establishes new minimum thresholds for new categories: 25 lactating milking goats, 30 sheep or lambs, and 2,000 pounds annual sales for aquacultural fish or crustaceans.

Allows milk from both cows and goats to be included in the definition of "milk" under the program.

Caps the total annual grant per qualified producer at a specified amount (blank in document) or a percentage of feed costs incurred, with specific profit margins capped by producer type.

Requires the Livestock Revitalization Program to be funded through the Agricultural Development and Food Security Special Fund and appropriates unspecified funds for fiscal years 2013-2014 and 2014-2015 to support feed cost subsidies and program administration.
