Appropriates state funds to the County of Hawaii as joint funding for construction improvements to Waimea District/Regional Park.

County of Hawaii commits $5,975,000 in county funds to the project with the state providing matching funding for the infrastructure and facilities.

Improvements include water, sewer, drainage and power infrastructure; park access roads; parking lot; one regulation football field; one regulation soccer/rugby field; and one comfort station.

Addresses Waimea community's lack of adequate park facilities despite population nearly tripling in twenty years and three high schools plus four middle schools serving approximately 8,000 people.

Committee recommends passage and referral to Committee on Ways and Means based on findings that the park will serve growing recreational needs, reduce youth delinquency, and provide health and social benefits to the community.
