Requires the Department of Business, Economic Development, and Tourism to investigate the feasibility for Hawaii to participate in either the Powerball lottery (operated by the Multi-State Lottery Association) or the Mega Millions lottery (operated by the Mega Millions consortium), or both.

Powerball is available in 42 states plus the District of Columbia and U.S. Virgin Islands, with drawings held Wednesdays and Saturdays; Mega Millions is available in 41 states plus the District of Columbia, with drawings held Tuesdays and Fridays.

Both games are $1 per play multistate lotteries with shared jackpot pools; Powerball has a minimum $20,000,000 jackpot while Mega Millions starts at $12,000,000.

Department must submit findings, recommendations, and any necessary proposed legislation to the legislature no later than twenty days before the start of the 2014 regular legislative session.

Takes effect upon approval.
