Home schooled children enrolled in accordance with Hawaii Revised Statutes section 302A-1132 may participate in extracurricular activities at their assigned public school on an equal basis with enrolled students.

Participating home schooled children must meet all applicable participation requirements and restrictions for each activity, including grade point average maintenance and fee payments.

The Department of Education shall adopt rules to establish procedures for home schooled children to apply for extracurricular activity participation and may define which programs qualify as extracurricular activities.

"Extracurricular activity" is defined as school-authorized or education-related activities occurring during or outside regular school hours, including sports, cheerleading, clubs, and other programs.

The act takes effect upon approval.
