Establishes a four-year irrigation water conservation pilot program under the Department of Accounting and General Services to implement best management practices at ten capital district buildings covering at least 25,000 square feet of landscape irrigation.

Defines best management practices for maintenance including seasonal timing adjustments, lawn aeration, deep watering cycles, mulch use, drought-tolerant plants, taller grass growth, and nighttime irrigation scheduling.

Defines best management practices for new installations or major renovations including coverage testing, head-to-head sprinkler spacing, climate-based controllers, flow sensors, drip irrigation, low-impact stormwater design, and qualified irrigation designers.

Requires the Department of Accounting and General Services to report to the legislature no later than twenty days prior to the 2018 regular session with results including training, installations, and water savings measured in gallons.

Appropriates unspecified general revenues for fiscal year 2014-2015 to implement the pilot program, with an effective date of July 1, 2050.
