Amends Hawaii Revised Statutes Section 11-8.5 to specify the purposes of the elections observer program administered by the chief election officer.

Establishes seven specific purposes for the observer program: ensuring validity and reliability of election results, providing independent public observers, verifying ballot counting accuracy, certifying ballot receipt, observing ballot counting center operations, verifying election results, and maintaining ballot security.

Requires the chief election officer to implement and maintain the observer program based on policies established by the elections commission.

Maintains existing requirements for the elections commission to conduct biennial evaluations and submit findings to the legislature at least 20 days before each odd-numbered year regular session.

Takes effect upon approval.
