Requires the office of elections to develop and implement a statewide voting modernization program applicable to all elections beginning in 2016.

Mandates all registered voters vote by mail, with limited polling places available for voters unable to vote by mail and for election day voter registration.

Allows eligible voters to register on election day in person at designated polling places by completing a voter registration affidavit and providing proof of identity and residence.

Appropriates $250,000 for fiscal years 2013-2014 and 2014-2015 to develop and implement the voting modernization program.

Requires the office of elections to submit a status report to the legislature no later than twenty days before the 2014 regular session convening, including implementation status, operational problems, and proposed legislation.
