Clarifies the authority of counties to adopt ordinances regulating gambling that do not conflict with state laws.

Allows counties to control, deter, or otherwise affect gambling through zoning, licensing, and consumer protection ordinances.

Notes that Hawaii and Utah are the only two states where all forms of gambling remain illegal.

Received support from the Hawaii Family Forum, Hawaii Catholic Conference, Hawaii Coalition Against Legalized Gambling, and one individual.

Recommended for passage by the Committee on Public Safety, Intergovernmental and Military Affairs with referral to the Committee on Judiciary and Labor.
