Creates a new bargaining unit (14) under Hawaii Revised Statutes Section 89-6 to represent state law enforcement officers and state and county ocean safety and water safety officers.

Adds the new unit (14) to the list of appropriate bargaining units and specifies that supervisory employees in this unit shall remain in unit (14) instead of being placed in general supervisory units.

Establishes voting structure for unit (14) negotiations where the governor has six votes and mayors, chief justice, and Hawaii health systems corporation board each have one vote if they have employees in the unit.

Extends arbitration procedures to unit (14) by adding it to the list of bargaining units eligible for mediation and arbitration when an impasse occurs in negotiations.

Preserves all existing rights, benefits, and privileges of affected employees under Hawaii Revised Statutes chapters 76, 78, 87A, and 88 during transition to the new unit, with no break in service and continuation of existing collective bargaining agreements until a new agreement is negotiated.

Takes effect on July 1, 2013.
