Retroactively exempts members and designees of task forces existing on or after June 3, 2010, from certain conflicts of interest provisions of the Code of Ethics.

Addresses the Hawaii State Ethics Commission's May 2011 advisory that prohibited mortgage foreclosure task force members from lobbying on legislative measures for their private organizations, which created a disincentive for community experts to serve on state task forces.

Clarifies that Act 208 (enacted July 3, 2012), which exempted future task force members from certain ethics requirements, should apply retroactively to task forces established before that date to prevent potential violations under the six-year statute of limitations.

Committee deleted references to the specific mortgage foreclosure task force to apply the exemption broadly to all task forces established on or after June 3, 2010.

Sets an effective date of July 1, 2050, to encourage further discussion on the measure.
