Authorizes the Governor to appoint Commissioners of Deeds to administer oaths, take acknowledgements, and notarize time share conveyance documents for Hawaii properties executed outside the United States.

Requires Commissioners of Deeds to provide consumers with written notice of the effects of their actions and consumer rights under Hawaii law, with penalties for violations to be established by the Lieutenant Governor through rule.

Establishes oath, seal, recordkeeping, and bonding requirements for Commissioners of Deeds operating in time share transactions.

Specifies liabilities and limitations on liabilities for Commissioners of Deeds.

Committee recommends passage to Second Reading with referral to the Committees on Consumer Protection & Commerce and Judiciary.
