Extends vehicle inspection certificate requirements from annual (every 12 months) to every 24 months for most vehicles in Hawaii.

Exempts new vehicles from inspection for 24 months after the date of first sale, replacing the previous 2-year exemption language.

Maintains 24-month inspection cycles for trucks over 10,000 pounds, buses, rental vehicles, and taxicabs; keeps 6-month requirement for ambulances.

Takes effect January 1, 2016.

Based on findings that modern vehicles are more reliable due to manufacturing advances, newer vehicle technology, and that 27 states and Washington, D.C. have no safety inspection programs.
