Requires Hawaii state departments and agencies to securely share information as reasonably necessary to combat fraud and waste, except where prohibited by state or federal law.

Designates the chief information officer to oversee information sharing among departments and agencies and develop necessary policies and procedures.

Appropriates unspecified funding from general revenues for fiscal years 2013-2014 and 2014-2015 to be expended by the department of accounting and general services for implementing the information sharing requirement.

Effective July 1, 2013.
