Allows professional and vocational licensing authorities to license military spouses by endorsement or reciprocity rather than requiring full new licensure.

Requires military spouses to be married to active or reserve component members of the U.S. armed forces stationed in Hawaii with Defense Department orders for at least one year duration.

Enables expedited licensing procedures for qualified, trained military spouses accompanying their service members on military duty assignments to simplify employment.
