S.B. No. 987, S.D. 1 - Impact Fees

• Authorizes counties to assess and collect impact fees for the allocation of water prior to or upon the issuance of a water meter.

• Codifies current standard practice already being implemented by county water authorities across Hawaii.

• County water authorities (Honolulu Board of Water Supply, Kauai Department of Water, and Maui County Council) confirmed the bill's language is understandable and practical for county purposes.

• Received support from Board of Water Supply of Honolulu, Department of Water of Kauai, and Maui County Council member; opposed by Land Use Research Foundation of Hawaii.

• Committee on Water & Land recommends passage to Second Reading and referral to Committee on Consumer Protection & Commerce.
