Establishes definitions for records management including "disposition," "enduring value," "preservation," "records," and "records retention and disposition schedule" in Hawaii Revised Statutes Chapter 94.

Creates the position of State Archivist within the Department of Accounting and General Services with duties to administer state archives, records management, and digital archives programs; provide records management training; issue preservation guidelines for digital records; and request electronic copies of government records of enduring value.

Establishes the State Archives Preservation and Long-Term Access Special Fund to be funded by service fees and a $1 preservation fee on each document filed or registered with government entities that is designated as permanent on an authorized records retention schedule.

Amends Section 94-1 to clarify the department's duties include preserving and describing public archives; amends Section 94-3 to require "disposition authorization" submissions instead of "disposal" lists; and amends Section 94-4 to authorize the State Archivist to certify records with prescribed fees.

Repeals Section 94-2 regarding sale of duplicate government publications and Section 94-6 regarding studies tracking requirements.
