Authorizes a 55-year non-exclusive easement on approximately 101 square feet of state-owned submerged land in Mokuleia, Waialua, Honolulu for Christine McAuliffe Fuss as successor trustee of the Priscilla Jane McAuliffe Living Trust.

Permits use of the easement for seawall and step maintenance, repair, replacement, and removal that has encroached on state submerged land since prior to 1964.

Requires a one-time payment to be determined by independent or staff appraisal for fair market rent, subject to Chairperson of the Board of Land and Natural Resources approval.

Applies the easement to succeeding owners of the abutting property (tax map key (1) 6-8-004-14) provided they have not had a prior state land disposition terminated within five years due to noncompliance.

Board of Land and Natural Resources declared on December 14, 2012 that the project will have minimal or no significant environmental impact and is exempt from environmental assessment requirements.
