Authorizes the Board of Land and Natural Resources to issue a non-exclusive easement to West Coast Roofing, Inc. over state-owned submerged land in Makaha, Waianae, Oahu for a fifty-five year term.

Easement covers approximately 131 square feet of state submerged land where an existing seawall encroaches, identified by tax map key number (1) 8-4-005:002 seaward of parcel 2.

Grants the applicant rights to use, maintain, repair, replace, and remove the seawall over, under, and across the state-owned land to obtain a county building permit for seawall renovation.

Requires a one-time payment based on fair market rent determined by independent or staff appraisal, subject to review and approval by the Board of Land and Natural Resources Chairperson.

Issued pursuant to section 171-53, Hawaii Revised Statutes, and subject to limitations and conditions determined by the Board of Land and Natural Resources.
