Requests the Legislative Reference Bureau to conduct a study on family school leave policies for parents and guardians of school-aged children.

Directs the bureau to research other states' laws allowing family school leave and examine feasibility of implementing such requirements in Hawaii.

Requires collaboration with the Department of Labor and Industrial Relations, Chamber of Commerce of Hawaii, Hui for Excellence in Education, and Hawaii Parent Teacher Student Association on the study.

Requests recommendations on employer size thresholds and annual hours of leave that should be required if family school leave is determined feasible in Hawaii, with California's 40-hour annual requirement for businesses with 25+ employees cited as a reference.

Requires the Legislative Reference Bureau to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2014 Regular Session convenes.
