S.C.R. NO. 119 - Summary

• Request the State Auditor to conduct a sunrise review of the regulation of unaccredited degree-granting institutions under Hawaii Revised Statutes chapter 446E and proposed changes in House Bill No. 1200, H.D. 2 (2013).

• Require the Auditor's review to include an estimate of the number of unaccredited institutions operating in Hawaii, physically located in the state, and the number of enrolled students.

• Direct the Auditor to assess compliance levels with current law, types and number of enforcement actions by the Office of Consumer Protection, and review of similar laws and best practices in other states.

• Require examination of whether regulation should extend to online unaccredited institutions regardless of physical location if they enroll Hawaii residents.

• Require the Auditor to submit findings and recommendations to the Legislature no later than twenty days before the 2014 Regular Session.
