Board of Education and Department of Education are requested to evaluate the Comprehensive Plan for Teaching Reading in Hawaii Schools and implement appropriate recommendations.

Departments must coordinate with University of Hawaii and Hawaii Teacher Standards Board to evaluate and implement the Comprehensive Plan.

Board and Department must evaluate implementation of dyslexia awareness promotion, professional development for educators, and requiring at least one licensed literacy specialist per public school (or one per complex if funding or qualified personnel is insufficient).

Department of Education must submit a written report to the Legislature no later than twenty days before the 2014 Regular Session detailing student identification rates, screening measures, effectiveness data, instructional time allocations, and number of licensed reading specialists by school and grade level.

Certified copies of the resolution must be transmitted to the Board of Education Chairperson, Superintendent of Education, University of Hawaii President, Hawaii Teacher Standards Board Executive Director, and Legislative Reference Bureau Director.
