Authorizes the Board of Land and Natural Resources to issue a term non-exclusive easement covering state submerged lands at tax map key (1) 4-7-014, seaward of 010, in Kaalaea, Koolaupoko, Oahu.

Easement permits the Robert E. Cambra and Agnes L. Freitas Trust to construct, use, maintain, repair, and replace a seawall and filled land covering approximately 2,243 square feet of state-owned submerged lands.

Fair market value of the easement is $62,600, to be paid in three annual installments rather than one lump sum payment.

Requires prior approval of the Governor and Legislative authorization per Hawaii Revised Statutes section 171-53 for leasing state submerged lands.

Directs certified copies be transmitted to the Chairperson of the Board of Land and Natural Resources and the Trustees of the Robert E. Cambra and Agnes L. Freitas Trust.
