Requests the Department of Human Resources Development to conduct a feasibility study on establishing and implementing a telework program for state agencies on Oahu.

Requires the department to assess the economic impact that a telework program would have on the State as a whole.

Directs the department to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the 2014 Regular Session.

Proposes telework as an alternative solution to reduce traffic congestion on Oahu by allowing eligible state employees to work from home or designated telework sites closer to their residences.

References the federal Telework Enhancement Act of 2010 as a framework for establishing the state's telework program.
