Request for Legislative Reference Bureau to conduct a study on the optimal number of forensic examinations required for individuals charged with felonies and committed to Hawaii State Hospital under chapter 704 of the Hawaii Revised Statutes

Study shall compare Hawaii's current practice of using three forensic examinations (at fitness, criminal responsibility, hospital transition, conditional release placement, and conditional release discharge) with practices in other states, which often use only one forensic examiner

Legislative Reference Bureau directed to consult with critical stakeholders and evaluate costs, advantages, and disadvantages of current requirements versus alternative statutory approaches aligned with other states' practices

Study completion and report due no later than twenty days before the 2014 regular legislative session convenes

Certified copies to be transmitted to governor's office, state departments (health, human services, public safety), county prosecutors, public defender, county mayors, and police chiefs
