Urges the Department of Land and Natural Resources and the Sand Island Business Association to negotiate a fair exchange of Sand Island Industrial Park land to allow businesses to remain on their leased parcels.

References Act 235 (Session Laws of Hawaii 2011), which authorizes the Department of Land and Natural Resources to consider selling or exchanging Sand Island Industrial Park parcels to leaseholders.

Notes the Department's main objection to an exchange is substantial loss of revenue or lack of alternative suitable land that would generate equivalent lease income.

Requires the property exchange to be completed on or before June 30, 2014.

Directs certified copies of the resolution be transmitted to the Chairperson of the Board of Land and Natural Resources and the Sand Island Business Association.
