Requests the Mayor and Council of the City and County of Honolulu to honor "General" John H. Rogers, Jr. for his dedicated service to the country and humanitarian causes.

Recognizes Rogers' founding of FACES-USA (Foundation for Amerasian Children Emergency Support) and establishment of orphanages and safe houses for American-Asian children orphaned by the Vietnam War, earning him the nickname "Pied Piper of Vietnam."

Acknowledges Rogers' 22-year Army career (1967-1988), retirement as Master Sergeant, and military decorations including the Bronze Star Medal, Meritorious Service Medal, and Vietnam Service Medal with six campaign stars.

Honors Rogers' creation of BRAVO HAWAII (Brotherhood Rally of All Veterans Organizations) and opening of Hawaii's first Homeless Veterans Transitional Center in Wahiawa on April 26, 1997.

Requests placement of a plaque commemorating Rogers' humanitarian work and directs transmission of certified copies to the Mayor and Council of Honolulu.
