Urges Hawaii to adopt International Labor Organization (ILO) Convention 169 concerning indigenous and tribal peoples in independent countries, which was adopted in 1989 and revised the 1957 convention on the same subject.

Calls on Hawaii and the international community to consult indigenous and tribal peoples before enacting legislative or administrative measures that may directly affect them, as required by Article 6 of ILO Convention 169.

Urges Hawaii and the international community to grant indigenous and tribal peoples ownership and possession of lands and natural resources they traditionally occupy, as mandated by Article 14 of ILO Convention 169.

Requests the President of the United States to sign and seek timely ratification of ILO Convention 169.

Directs transmission of certified copies of this resolution to the United Nations Secretary General, UN High Commissioner for Human Rights, International Labor Organization, Hawaii's Congressional delegation, Secretary of State, and Secretary of Labor.
