Adopts and affirms the 228 recommendations from the United Nations' 2010 Universal Periodic Review of the United States human rights record, where applicable to Hawaii.

Calls for the promotion of a culture of human rights based on principles established in the United Nations Charter.

Urges the State of Hawaii to participate in the 2015 follow-up review of the United States' progress in human rights since the 2010 inaugural review.

Directs transmission of certified copies to the UN Secretary General, UN High Commissioner for Human Rights, Hawaii's Congressional delegation, and US Secretaries of State, Education, and Housing and Urban Development.
