Requests the Department of Commerce and Consumer Affairs and Department of Taxation to conduct a study examining the tax and fee structure parity applicable to all video programming service providers serving Hawaii customers.

Requires the study to identify all video programming service providers operating in Hawaii and compare each provider's tax and fee obligations under state law.

Notes that franchise fees currently apply only to certain cable video programming providers but not to providers using newer technologies, creating unequal treatment among functionally equivalent services.

Directs the departments to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2014 Regular Session convening.

Aims to "level the playing field" by ensuring all video programming service providers pay comparable fees regardless of delivery method.
