• Hawaii Tourism Authority is requested to produce an ocean safety video for visitors to Hawaii.

• Hawaii Tourism Authority is requested to work with airline companies to show the video onboard to all incoming passengers on flights to Hawaii.

• Between 2002 and 2011, 288 nonresidents and 249 Hawaii residents drowned in the ocean; 2013 was tracking at a relatively high pace with at least a dozen visitor deaths and six tourist drownings on Kauai alone.

• Certified copies of the resolution are to be transmitted to the Executive Director of the Hawaii Tourism Authority, who will distribute copies to all airline managers operating inbound passenger flights to Hawaii.
