Director of Health requested to reconvene the Clean and Sober Homes and Halfway Houses Task Force, originally convened in 2012 in response to the Justice Reinvestment Initiative.

Task force should include representatives from the Senate, House of Representatives, Judiciary, Attorney General, Department of Health, Department of Human Services, Department of Public Safety, Hawaii Paroling Authority, county planning departments, homeless advocates, and clean and sober homes and halfway house providers.

Task force directed to resolve seven outstanding issues including clarifying definitions of "registration" and "monitoring," determining appropriate statutory sections for definitions, clarifying the voluntary registry function, and identifying which department should handle complaints.

Task force required to draft a budget for voluntary registry start-up and operating costs, develop operational policies and procedures, and assess financial impact on residents with limited resources.

Task force must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the 2014 Regular Session.
