Requests the Department of Health to adopt rules under Hawaii Revised Statutes chapter 91 to formally establish the program.

Addresses patients' need for advocates to help communicate with healthcare providers, explain patient rights, and assist with informed decision-making regarding treatment options during emergency situations.

Recognizes that patients and families can become overwhelmed in emergency medical situations and may feel compelled to accept treatment plans without full understanding of alternatives.
