Requests the Auditor to conduct an impact assessment of mandating health insurance coverage for tobacco use cessation treatments under S.B. No. (Regular Session 2013).

Requires the Auditor to assess both social and financial effects of the proposed mandate, including impacts on health outcomes, healthcare costs, and employee productivity.

Mandated coverage would include counseling sessions (at least four sessions of 30 minutes each), prescription and over-the-counter nicotine replacement medications, non-nicotine cessation medications, and at least two cessation attempts per year with no copayment, deductible, or coinsurance restrictions.

Auditor must submit findings, recommendations, and any necessary implementing legislation to the Legislature no later than 20 days before the Regular Session of 2014.

Directs the Insurance Commissioner to transmit copies of the resolution to all health insurers operating in Hawaii.
