S.C.R. NO. 163 - Senate Concurrent Resolution

• Urges the City and County of Honolulu Department of Parks and Recreation to reconsider its denial of recreational horseback riding on Waikane Trail in the Waikane Valley Nature Preserve.

• Notes the 376-acre Waikane Valley Nature Preserve is located in the state agricultural district where riding stables and open area recreational uses are permissible under Hawaii Revised Statutes section 205-4.5.

• References that John and Loretta Kilbey have resided adjacent to the preserve since 1980 and previously enjoyed horseback riding on the Waikane Trail before their recent request was denied by the city department.

• Directs certified copies be transmitted to the Mayor of the City and County of Honolulu, the Honolulu City Council Chairperson, and the Director of the City and County of Honolulu Department of Parks and Recreation.
