S.C.R. 164 Summary

• Requests the Governor to establish a working group to develop a conservation action plan for undeveloped portions of Turtle Bay Hotel and Resort property and surrounding lands in Kahuku, Oahu.

• Working group members include the Governor or designee, Board of Land and Natural Resources Chairperson, State Historic Preservation Division Administrator, Legacy Land Conservation Commission Chairperson, Land Use Commission Chairperson, The Trust for Public Land Chairperson, and other entities the Governor deems necessary.

• Working group must hold community meetings, gather public input, provide periodic updates to the Governor, and submit a final written action plan with recommendations and proposed legislation to the Governor and Legislature by November 30, 2013.

• Directs the Governor and developer Turtle Bay Resorts, LLC to submit a written report to the Legislature regarding negotiation results and any proposed legislation by November 30, 2013.

• Working group ceases to exist on November 30, 2013; resolution supports good faith negotiations between the State and developer regarding conservation easements or other cooperative agreements as an alternative to full land acquisition.
