Urges the Department of Land and Natural Resources, in consultation with the Department of the Attorney General, to evaluate the feasibility of establishing limited liability for public entities and employees regarding injuries sustained during climbing activities on government land.

Directs the department to identify and evaluate limited liability statutes in other state jurisdictions that address mountain climbing, rock climbing, rappelling, and bouldering.

Requires the department to identify safe and unsafe climbing areas within its jurisdiction and explore options to maintain safety without closing climbing sites.

Instructs the department to consult with stakeholders related to climbing activities.

Requires the department to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2014 Regular Session convenes.
