Establishes a Healthy Community Design Task Force directed by the Department of Health to develop legislative recommendations prioritizing health in land use planning and transportation decisions

Task force must create policies for bicycle and pedestrian facilities on statewide streets and roads, and incorporate health considerations into land use planning policies

Requires identification of agencies with funding or regulatory resources to influence transportation and land use planning, and development of goals, performance metrics, and action plans for health and obesity outcomes

Task force membership includes state agency directors (Health, Transportation, Land and Natural Resources, Education), county representatives from parks, public works, planning and transportation departments, university representatives, and three community members with relevant expertise

Task force must submit findings, recommendations, and proposed legislation to the Legislature no later than 20 days before the 2015 regular session convening, and ceases to exist on June 30, 2015
