Requests the Department of Education to establish a task force to study and make recommendations on increasing federal funding for Hawaii public charter schools and correcting inequities in federal funding distribution among charter schools.

Task force must examine previous legislative reports and national comparisons of federal funding disbursement methods and formulas to ensure equitable resources for charter school and non-charter public school students.

Task force composition includes 13 members representing the Senate Education Committee Chair, House Education Committee Chair, Department of Education officials, Board of Education, Charter School Commission, Office of Hawaiian Affairs, and representatives from Kamehameha Schools, Kanu o ka 'Aina Learning Ohana, and Ho'okako'o Corporation.

Task force must report findings and recommendations to the Legislature no later than 20 days before the convening of the 2014 Regular Session.

Task force dissolves the day after submitting its report to the Legislature.
