• Director of Commerce and Consumer Affairs is requested to convene a working group to propose regulations and licensing requirements for health educators.

• Working group should include representatives from the Department of Commerce and Consumer Affairs, Department of Health, University of Hawaii System, Hawaii Pacific University, The Queen's Medical Center, Hawaii Pacific Health, and other organizations deemed appropriate.

• Working group must report its findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the convening of the 2014 Regular Session.

• Resolution notes there are over 63,000 health educator jobs in the United States with expected 37% growth by 2020, and that voluntary credentialing allows uncredentialed persons to hold themselves out as health educators.

• Regulation aims to ensure quality services, minimum competency standards, and ability to report ethics violations or disciplinary actions to state regulatory agencies.
