S.C.R. NO. 184 Summary

• Requests establishment of a working group comprising representatives from the Department of Hawaiian Home Lands, Office of Hawaiian Affairs, Department of Land and Natural Resources, Department of Budget and Finance, Department of Business Economic Development and Tourism, and Department of the Attorney General.

• Working group shall discuss and propose legislation to create a vehicle ensuring the State provides "sufficient funds" to the Department of Hawaiian Home Lands as mandated by the Hawaii Supreme Court's Nelson v. Hawaiian Homes Commission decision.

• Working group shall evaluate creation of Native Hawaiian corporate entities, foundations, or endowments to generate revenues for Native Hawaiians and the general fund without requiring up-front state costs.

• Working group shall consider utilization of public-private joint ventures and non-Hawaiian home land trust lands to generate revenue, modeling potential solutions after the State Foundation on Culture and the Arts.

• Working group must submit findings and proposed legislation to the Legislature no later than twenty days before the 2014 Regular Session convening and shall be dissolved by June 30, 2014.
