Notes that approximately 27 percent of those using shelter or outreach programs in Hawaii are Native Hawaiian or part Native Hawaiian, according to the 2012 Homeless Service Utilization Report.

Identifies Hawaii's severe affordable housing shortfall and links homelessness to socioeconomic problems including unemployment, low incomes, substance abuse, and chronic health problems.

Directs transmission of the concurrent resolution to the Chairperson of the Hawaiian Homes Commission.
